Ecuador is party to the WHO Framework Convention on Tobacco Control (FCTC), an international treaty whose member states agree to certain regulations on tobacco packaging, advertising, lobbying, etc. For example, the FCTC requires pictorial health warnings that cover at least half of a cigarette package--so this is what one sees when walking by the tobacco aisle in Ecuador:
